What are these files and folders?

Can I safely delete them?

These were captured by Karen Kenworthy's DirPrn. In the file browser the ? characters show as Asian and graphic characters.

I never heard of Karen Kenworthy's DirPrn, but it sounds weird that it shows asian and graphic characters in the path or filename.
Do you also see this at opera:about? There you can see which paths your opera install uses.

You can safely manually delete all files in "C:\Users\Chris\AppData\Local\Opera\Opera\cache" as this is only the disk cache of Opera.
This is also possible in Opera itself. See the help for further information:

I have very rarely (as in 2-3 times ever) seen Opera get into a broken state (eventually resulting in a crash) where it would start trying to save its configuration files to random paths. Usually these paths were some corrupted form of the usual paths, not ones that contained random symbols, but this could be a result of the same problem. Has Opera started acting strangely and then crashed before?

These oddly-named folders and files are in

"C:\Users\Chris\AppData\Local\Opera\Opera\"

and in

"C:\Users\Chris\AppData\Remote\Opera\Opera\"

Is it safe to delete them?

That looks like it's just random data that Windows is trying to interpret as characters. Those aren't supposed to be there, so I would guess that it's safe to remove them. Opera shouldn't be accessing those files at all given that, according to your opera:about, Opera is putting its stuff in the default directories (which don't contain giant strings of random characters).

My guess is Opera became unstable one time and started writing files to the wrong place. Whatever it tried to save there is probably garbage data anyways, so deleting it shouldn't have any effect.

DirPrn does not use unicode. It is convenient for getting a directory listing in plain text.

This is the latest version downloaded from her website. Alas, Karen passed away last year--a sad loss to everyone who knew her, even slightly, and used her excellent utilities. Although she was continually updating, improving and refining her utilities,I doubt there will be any more updates.

My concern was not so much DirPrn's representation (actually, it facilitates discerning the pattern), as the validity of the folders and files. If you will notice, the names have the pattern of a long string of apparently random unicode characters ending with a discernible English filename or directory name.

My concern is whether it will break any feature of Opera to delete them or to rename them by "clipping" the random characters, or if I should just let them be, as unsettling as the look in a listing?

To be completely safe, I suggest you back up everything under %AppData\Opera\Opera and %LocalAppData%\Opera\Opera, then close Opera, delete the garbage folders and check that Opera still works. I suspect you can delete them without a problem though. If these files were generated by Opera in an unstable state like I suspect they were, clipping out the random characters is probably the last thing you want to do, as you'll overwrite your current settings with files that may be corrupted.

(2) Just to clarify, I think you (Christopher-Karl-Johansen) mean that the Asian and graphic characters appear in Windows Explorer, not in Karen's DirPrn, and the ? marks are substitutes. And perhaps you already know this, but the ? marks in Karen's utility most likely appear because DirPrn isn't compatible with the encoding of the characters, or isn't properly detecting the encoding of the characters, or isn't accessing the right encoding or font to display the correct characters (e.g., they might be Unicode encoding, and I haven't looked at her utilities in a while to see if she has added Unicode support). I've run into the same limitation a couple times with Cyrillic characters.

Oh, I hadn't heard. I am very saddened to hear that! I didn't know her personally, but I used to follow her newsletter and updates pretty closely many years ago and she seemed to be a very kind and generous person! And one of the pioneers in providing a wide range of open source freeware Windows utilities that were well-maintained and regularly improved.

I still have all her utilities, although I don't use most of them as much as I used to. I still occasionally use DirPrn, and my computers are all still atomic time-sync'd via PTSync. The running "tape" on her calculator is still handy from time to time (a feature I haven't seen in other calculators), and her Hasher has easy options to hash any text you paste into it or generate a single hash for any combination of files you might want (two features I haven't found in any other hasher). And I still have a running list of comments, suggestions, and a bug or two that I never got around to sending to her.

A sad loss for her loved ones, I'm sure, as well as her software followers.

Oh, I hadn't heard. I am very saddened to hear that! I didn't know her personally, but I used to follow her newsletter and updates pretty closely many years ago and she seemed to be a very kind and generous person! And one of the pioneers in providing a wide range of open source freeware Windows utilities that were well-maintained and regularly improved.

I still have all her utilities, although I don't use most of them as much as I used to. I still occasionally use DirPrn, and my computers are all still atomic time-sync'd via PTSync.
