IE9/10 Theme for Opera

Hello, I've been loving the speed of Opera on my old PC but i still love IE9. IE9 is only fast on new PC's but i love the look of it.

I've searched up all Internet Explorer themes for Opera but not a single one looks like IE9/10.

Could someone make a good skin for Opera that clones the IE9 look?
Also, is it possible to put the tabs in Opera below the address bar?

Do you like the new design of IE9/IE10?

Technically, no, but it may not matter.

Toolbars in Opera are locations, not items. You can put the address field onto a toolbar which is above the tabs, but you can't move the address bar. Thus you can have the address on the "Main bar" and hide the address bar, which would mostly achieve the intent there.
