Error - blue lines in rectangles Possibly dev mode

Hi
I keep getting my screen to lock up into a mode where i get blue lines running horizontally and vertically. They select items on the screen.

I presume I'm in edit/development mode
I cannot find a way to get out of this mode....

The default shortcut for developer mode is Ctrl Shift I. (Corrected)
The default shortcut for developer mode is Ctrl Alt I (Platform Mac).

Try Ctrl + Shift + I
