Download manager as an extension, or a button
As it is, having it pop up front screen all the time is not very good.Having it as an icon with number of downloads overly still makes it accessible and less intrusive.
If you click the View button at the right side of the toolbar on the Downloads tab, then check "Never Show When Starting Download", the download manager won't pop up with every download. You can then use the downloads panel to keep track of your downloads without opening a separate tab.
