Option to hide sliding bar in Mail Panel ?
Personally, i find the inside sliding bar (for Mail panel) a bit to much in 11.60.Is there a way to configure the browser to have only the one to the right show up?
I'm not sure what you mean by "sliding bar". Are you talking about the mail panel scrollbar (called the "super scrollbar")?
I'm not sure what you mean. Could you post a screenshot of what you want?

I think they had introduced it a while back, removed it and now it looks like it's making a comeback.

Thanks for the pic. There's something messed up with your mail panel. You should only have the one scrollbar. It's not normal to have one for each section and one for the big section.
Are you using a non-default skin? Does it look right if you switch to the "Opera Standard" toolbar setup under "Ctrl + F12 -> advanced -> toolbars"?
Do it help if you cilck the view button on the mail panel toolbar and choose "rest mail panel to defaults"?
If not, does it look right if you close down Opera and rename operaprefs.ini?
Are you using the latest 11.60 snapshot and not some older one?
