Fan sound
I have a HP p6792uk and I the fan is not silent. My old Dell Studio 15's fan is very quiet and only turns on when the pc gets got. But the HP fan is constantly whirling and emit a low humming sound. How loud are HP desktops?"Character is a journey, not a destination" -- Bill Clinton

It was like this ever since I bought it. It sounds like a fan is running all the time. Not humming or droning.

Generally they do run all the time. At idle they reduce rpms is all.
I'll assume it's a gaming PC? May just not idle much. You can put the fan on a controller and manually control rpms. Not the best option cause heat can build up with improper settings. Better would be replace the fan altogether. Not really a big deal and can actually help performance significantly if you get a higher quality fan that keeps the processor at optimal temperature (and it sounds like it's running hot if the fan doesn't idle.)... plus most high end fans run quiet. There are many options in varying price ranges.
As for fixing this one... I don't hold much hope at a permanent or even successful fix if it's always done this but you can pull the fan off the heatsink and lube it. Bad option really. The lube will hold dust and wear out the bearing faster. But use silicone based lube and lightly apply lubrication to the bearing... you should be able to pull the fan apart but not always. Be easy.
I'd replace it. You won't be disappointed and $20-$30usd will buy a good one, mine cost more but I'm picky beyond point.

It does idle but it's not as quiet as my laptop, which is virtually silent. The fan only come on when the pc gets hot and shut down afterwards. Plus, this is a brand new HP p6792uk pc with AMD Phenom II 1035T x6.

Desktop fan. I should probably replace the fan but it is noiser than my laptop fan but I think it's normal.

I checked the specs before I commented, nice PC but I prefer custom builds. Soooo much more bang for your buck. Chances are it is normal and comparing it to a laptop isn't really fair. I can tell you, the type of processor has little to do with the fan attached. HP could of put the minimum required fan with little regard for performance. No way for me to tell cause I couldn't find a picture of the fan installed with it.

How do open up the HP box? And can I install a water cooling system? By the way what specs is your machine?

The thing to note here is opening the case may void the warranty. I'm not sure on that, just thought I'd better throw that in. Ya might wanna check. Usually on an HP I believe the side panel pops off though. They vary but a release button or screw should be involved. Again I could be of more help but a front pic of the case and one pic of the motherboard stripped down is all I've found.
Water cooled is great. Just perhaps overkill and not so cheap, varying by how much you plan to cool. Unless you feel heat off the memory sticks, hdd or gpu there's really no need. And even then there are fans for those, so your call there.

I know i am a bit late here...
Did you tried, changing the bios settings.... There is a silent mode for fan, means fans reduce the rpm greatly (as compared to normal mode) when theres not enough heating...
