Are you actually a member of that language forum? If you are then you can select them under the Forum filter section of Forum Settings, which controls your default forums for searches (which would include "My Topics"). Not sure about Subscriptions ... but again as it has "Community" in the URL it probably only lists forums you are a member of.
What do you mean with if I am a member? I post there.
There is no way to select specific language forums in settings, besides I have checked "Disable filter".

and click My topics, only the English forums topics appear. All my topics should be listed!.

All forum groups have the ability for people to join, but the language groups (and some others) allow anyone at all to post. Go to the group's About page, such as the one for the Spanish forums, and you will see a button "Join this group".

This should work by default. I never noticed that join option and I don´t remember using it for e.g. this forum.

This forum is part of "Community".
Before they redid the forum layout, you could see all the forums you had joined on one page (which could be fairly long), anything listed on the left side of that page was considered part of "Community" when you clicked on it. The links on the right side (for the language-specific forums) would actually take you to a different URL which would usually have different CSS so the page headers and colors would be different. Everyone was automatically a member of Lounge, but other groups actually had to be joined to show up on the big list.
If you're in one of the language-specific forums (or if you actually visit the lounge through your groups list) and you click on My Topics or Subscriptions, it will only show results from that group. When you join a group it shows up as either Community or the original group, and thus the searches within Community will include both.
Maybe there's something they could do better there, make it so that any group you post in automatically shows up in the Community forum filter perhaps, but this is what it is right now.
