CSS Example Project From This Site Not Cross Browser

I am developing some web pages hosted on another site. We can use CSS 2, but can't use any Java or embeds. I came across this article while searching Google:

This page provides several examples of the project in progress. This works fine in Firefox 3.6:

By the time I reach the final stage of the project it correctly displays; however, the scrollbar does not work correctly. When you drag the scrollbar the content moves, but the scrollbar does not until after you've stopped dragging it and then it jerks over to its new location to match the content:

Any idea what could be causing the code to make the scrollbar malfunction in Firefox 3.6? I am trying to get my pages to work the same in Opera, Firefox, and Safari (LOL, I gave up on IE - its a joke). The above page works in Safari.

The scrollbar works fine in Opera 11.60 and Firefox 8.
