"Floating" Panels

So, everytime i open panels sidebar, the webpage gets rezised. Is there any way to prevent that from happening? I mean, is it possible to open panels and make them behave like a floating menu?

Right click on the panels bar > Customize > Panel > set panel placement to floating.

no no.. damn xD thats why i wrte "floating"
i mean... when you click on the zoom button or the "lock" button next to url bar... you can see a popup thats is on top of the page.
not like floating as an independent tab
