No, it's not. But you are lacking sense.
Although I can confirm it, it's the same condition with IE 9, Firefox 8 and Opera 11.60.
This is what Firefox 8 gives-

This is what Internet Explorer 9 gives-

But when we click on the image, it opens enlarged in a new tab and the results are interesting-

NOTE: It is important to note that while a Copy option is there it didn't work when I tried pasting it in a word processor.
Internet Explorer 9-

Don't know how but Internet Explorer 9 really manages to save the image when enlarged - I saved it on my computer just to make sure IE 9 doesn't save a blank image - but it managed to save the image.
Though this feature is already there in Opera if you try out other websites.

For background images, most browsers just do not show a "download image" or "copy image to clipboard" option.
I don't like this too, because if you really need this image, then you have to dig around in the source code to find its URL, or use a screenshot and cut the image out of it.
My wish is:
Add "download" and "copy" options for background images!

Yeah but I don't like using it much. Anyways, I mostly copy images to word processors only to make projects; so the first testcase for 'copy' function was a word processor in my mind. Will use MS-paint in the future. Though Firefox's copy function doesn't work when pasting into MS-Paint too, so nothing that makes a difference.

Because its a waste of time duplicating code for something that already exists for most users. That sort of thing is something Extension authors can add if there is some need for it.

The gray borders around the image will be gone, but you can save the image. Is it a good tradeoff?
Installing user CSS:
- Create a folder for storing user CSS files.
- Store the CSS into a CSS file, such as "eBay.css".
- http://www.ebay.com/ > Right click > Edit Site Preferences... > Display > Under "My style sheet", select "Choose..." > Select the CSS file > OK.
- http://cgi.ebay.com/ > Right click > Edit Site Preferences... > Display > Under "My style sheet", select "Choose..." > Select the CSS file > OK.
If you have other eBay domains, make sure you add the user CSS too.

Will that css file generally display all pages on all sites OK (ie could it be used as a default style sheet?) [That is a question from a total website/browser/stylesheet ignoramus]
BTW, for any who come here (and there have been some nasty exchanges on this topic in other posts):
Ebay is NOT stopping the Save image thing, as the option is there for both listings and "enlarged pictures" in IE8 - which is why it was rather irritating it not appearing in Opera.
It WOULD be really nice if a future release of Opera could somehow make this long-standing irritation go away...
