I'm not sure EUC-TW (Traditional) is the right encoding/ charset, either. The characters produced by it look to me the simplified Chinese characters, not traditional. If I try GBK/GB2312 or GB18030 or simplified Chinese, the characters are changed to what look like the traditional Chinese. So I'm not at all sure if the encoding is the real issue here.

If Firefox or Chrome displays it properly, then it isn't an encoding issue as such - the characters are proper Unicode. However, I have before had proper Unicode display in Linux and not in Windows (in the exact same font) if Windows hadn't installed support for the language the characters were from. So the problem appears to be the lack of support for some form of complex script. No idea which one(s) though.
