Allow userscript even when Javascript is disabled
Currently, when I adjust the site preferences for e.g. Google and disable Javascript this also disables userscripts. It would be really great to have the option to keep userscripts enabled while having the Javascript coming from the webserver disabled. I guess it's not that complex to do and it would let those who write userscripts still control the website.

One would get that impression because extensions can already work in a separate context, but the same problem applies to DragonFly and extensions, so I guess it's not quite that easy.

It's the same for UserJS and extensions. Currently we must choose between security and additional functionality and that's not good.
Yes there are extensions like NotScripts, but they are not 100% effective and "<noscript></noscript>" doesn't work on websites with them.
It was reported several times before. For example here http://my.opera.com/community/forums/topic.dml?id=831122 almost two years ago and sadly still not implemented.
