Nintendo decided to not allow a download manager in the Wii's Internet Channel.
And with Nintendo switching from Opera to Netfront starting with the 3DS Internet Browser and with the upcoming Wii U's Internet Browser, it's doubtful Nintendo will ever add a download manager to the Wii Internet Channel. In fact Nintendo has not updated any of their original Wii Channels in years.
