Opera intentionally changed it and they don't want it back.
I hated the red icon when Opera first introduced in it. But, I grew to love it. Then, Opera changed it again. So, now I really don't care too much as Opera will probably change it again once I get used to the white one again.

Wrong forum, and not something that is likely to change. Opera ASA employ design staff to make such decisions.

What is beautiful only an opinion, after all. I don't even notice the icon in Windows Explorer. I guess some must be using the document icon somewhere at much larger sizes to even notice this.

I figured it could be possible that this wasn't intentional, and they just forgot to include the icon in the build. Because the "new icon" is just the default Windows document icon (if an icon is missing, it puts the main executable icon on a blank document template)-
