bgsound is a non-standard tag, so I wouldn't worry about that. object/embed tags already support MP3 playback, assuming you've got an appropriate plugin to handle that. I don't see Opera embedding native MP3 playback due to licensing restrictions. However, Opera are backing native Ogg Theora (video) support, which would include native Ogg Vorbis (sound) support, so if that does happen, you wouldn't need to worry about plugins.
_tab is not needed, either. There's already the _blank target that opens a new tab (or window, if that's what the user prefers).

Yeah, why complicate things, object this and that. Granted Wimpy is there and other things,
but the Back Ground tag works with regular WAV files why not the compressed WAV or MP3?
Why not any other? Flash would just increase loading as well.
The Flash is likely more important on MP3 files you don't want downloaded, like samples of
albums to pay and so on.
As for _tab target or _blank, it may allow the webmasters to pick new window versus tab launches
if the browser user wants to go with a site default.
