Try posting in the right forum. This isn't the place. (Also try searching, it's come up before.)

somebody keeps spamming my blog... ...well it is more liek a personal attack... ...somebody keeps putting quotes there of me telling people to f*ck off, after they've repeatedly abused me and spread out lies about me. anyway, whoever it is - anonymous user - they've posted the same comment on my same blog entry 12-13 times and i've just kept deleting them without replying *good girl* but they just keep continuing so i kept one to report it. is there a way to block/ban an IP address?

Banned, if the system is working properly the comment should disappear momentarily - if not then you can remove it yourself.

You know, you can link directly to a specific comment. Hover over the "#" next to the poster's name and copy link address, that comment (of it's still there) was http://my.opera.com/themugs/blog/show.dml/2336291#comment5655033
