It's available for download here.
This new version has NOT fixed the notification problem for me.
Might I suggest bug fix releases like this get some sort of differentiating version number for people to make sure they have the correct version (i.e. 9.5.1b1-a or something like that) Right now, the only way we can tell we have the new version is the file dates as the file sizes are the same between the two versions.
thanks!

Hi, could you try to uninstall previous version, reboot device and install the new one again? It might not help, but it's worth a try.
If it doesn't help, could you please post your device type?

This time I uninstalled, soft reset, then reinstalled, but the problem still exists.
I have an AT&T 8925 TILT (HTC Kaiser/ TyTN II) running the official ROM from AT&T with no modifications.

This is the same phone I am using - in the UK on O2. New build does not fix problem, removed program, deleted Opera 9.5 folder in /application data/ then restarted.
Problem still occurs.

Odd that it would work on mine but not on yours... would lead me to believe something else is up.This may be silly, but you did remember to re-set all your sounds before making a judgement, right?
I'm 5.2.1622 (Build 18128.0.4.2). What are you running?

I did remember. I tested it several times as I am restoring the Notifications portion of the registry and then checking that the restoration took place in the notifications control panel.
My system is CE OS 5.2.1622 (build 18128.0.4.4) (I got this latest version from HTC, which is an AT&T sanctioned version from here http://www.htc.com/us/FAQ_Detail.aspx?p_id=67&act=sd)

Now, the next thing to go should be the memory problem. I must say, after 2 hours with this new build, if that one other flaw is gone, I'd be more than willing to pay for such a high quality browser.

Previous version was removed, Opera 9.5 folder deleted followed by soft reset before installing new version. (I made sure all traces of earlier beta were removed from main memory. No information whatsoever had been placed in storage card).
Fired up the new build, and last page loaded in previous build flashed for a fraction of a second before homepage was loaded. ????
In any case, as stated in first line of thread, notifications are still disabled....
At this very moment I am not sure if link followed downloaded the fixed version or if I did not remove old version completely before re-installing...
Will try again and report back...

It also seems to have solved a problem I had navigating the GMail website. Using the old version, I would be stuck in the right half of the page when accessing my inbox - thus not being able to open my mail. I'm now able to navigate the entire page normally.

Is that the update that came out back in Feb or March? Something in that time frame? If it is, updating to that caused more problems for me than it fixed so I had to roll back. Could it be an issue with that particular build being touchy?

It is that update. For me however, it did wonders for my phone and has been rock solid ever since. There are different hardware rev's of the phone and I had mine replaced 3 times before I got one that was stable but this one has been fantastic with this OS build.

Re-downloaded and transferred the cab file to my storage card
uninstalled Opera via "Remove programs"
Manually deleted any "Opera" folders in the \Application data, \windows, storage card, and \program files
soft-reset the device
re-installed from the new cab file
Notifications now working (finally!)

Just to be clear, this is what I did to fix the Notifications bug using the fixed version of Opera Mobile.
1. Uninstall Opera 9.5
. a. Click Start/Settings/System Tab/Remove Programs
2. Open File Explorer and delete the "Opera 9.5" folder in the Application Data folder
. a. Click Start/Programs/<File Explorer is located different places on different PDA's>
. b. Click My Device/Application Data
. c. Tap and Hold on "Opera 9.5" and delete
3. Install latest version of Opera Mobile.

To all those having problems with this update not fixing the notification bug, try redownloading the cab file. I tried 3 or 4 times to get the notifications to work with the build i downloaded yesterday morning to no avail. I redownloaded this afternoon and it worked no problem. This is exactly what i did:
Re-downloaded and transferred the cab file to my storage card
uninstalled Opera via "Remove programs"
Manually deleted any "Opera" folders in the \Application data, \windows, storage card, and \program files
soft-reset the device
re-installed from the new cab file

Thanks, I did this again today and it now worked, finally have the notification bug fixed. Awesome.

Unfortunately, one huge problem remains: the Repeat checkbox for the Reminder sound is still permanently grayed out. Can anybody from Opera comment on how to remedy that problem?
Edit:
Hey, after a bit more Googling, I was able to find a solution which worked perfectly for me. Note that I had to close all my applications including the Sounds & Notifications panel, otherwise it wouldn't work. http://www.mydigitallife.info/2008/06/27/how-to-enable-repeat-play-audio-sound-notifications-in-windows-mobile/
