I've been looking for this as well, or at least something similar. Opera version 10.51.
Links with an actual alt tag show the alt text correctly. However I would like it to show the URL for a link as well or at least if there is no alt tag, I seem to recall that was the behavior in earlier versions.

Right-click on the image and view properties?
If you want to populate the TITLE attribute, there are scripts out there to do that...
