News server timeout always 60 seconds?

I tried setting Incoming Timeout to 180 (3 minutes) instead of the default of 60 for my news server account. But 60 seconds after clicking on a message (and downloading the message body), the connection is dropped (Confirmed using Process Explorer).
Is this Incoming Timeout parameter actually being processed?
