I have a bar as well, but not blue. It's like a warped thumbnail of whatever site it's on. Opera 10.51, Windows 7(64)
@zeitgeist44, that's a tab bar thumbnail. You can drag the tab bar larger or smaller (vertically) to show more or less of the thumbnail, or you can turn it off (from the context menu under Customize when you right-click on a tab).

That looks like a bug with the title bar. It should be completely invisible, but somehow it's still obscuring the tabs until something (a tab) in turn obscures it. I've seen it happen too (only on my XP laptop, I think).

I personally haven't heard of that problem. You can report it yourself at https://bugs.opera.com/wizard/. Please include any factors you think may be related - something different in your Windows theme - since I gather it is hard to duplicate ...
