Disabling 'about:config"

I'm using Opera 10.10 (Build 4742).

Is there a way to disable the 'about:config' option? That is, prevent users from (typing that URL and) opening the Opera preferences editor?

Not full kiosk mode. I should have mentioned that I have read the kiosk mode help page. I realize that if opera is in full kiosk mode then there is no location bar, which effectively denies access to the about:config option.

I am using some command line options to disable various portions of the browser, but I am allowing access to the location bar. Through heavy editing of the various configuration files user access to many features are disabled.

I could disable the location bar and instruct users to indirectly find web sites using the search tool, but that is a wee bit cumbersome for some people.

I recall a few people have accidentally used the content blocker to block opera:config (during beta testing), but they might have fixed that problem before it was released ...
