Former Firefox user converts to Opera
So, I'd like to add these features, but I'm not sure if I need a script, a workaround, or some .ini setting tweak.* Drag and drop a tab into a folder on Personal Bar. This creates a bookmark.
* add "t" as a hotkey: Right-click on a link, and t opens the link as a background tab.

That's called a menu accelerator, when a menu is displayed there are underlined letters to use the keyboard to select an item. You can specify your own accelerators by editing the language file or the menu and adding an ampersand (&) before the letter you want it to use.
When no menu accelerator is assigned by the above method, Opera automatically assigns the first letter in the title that hasn't already been assigned ... thus on that menu currently Open gets an accelerator of "O", Open in New Tab gets "P" (since O is already used) and Open in Background Tab gets "E".
Changing the language file will change the shortcut on every menu where that item appears - when you right-click on an image link, on a text link, or even on a bookmark in Manage Bookmarks or the panel. Editing the menu file will only change the menus you edit. Take your pick, and we'll tell you what to do.
I don't know of any way to do the first. The second can be done by editing INI files but there are easier routes to opening background tabs (Middle-click, Ctrl Shift Click, or create a mouse gesture in Preferences, Shortcuts, Mouse setup). The menu can be edited to change access keys, which are assigned automatically. The first three items use "O", "p", and "e" respectively, but I think you won't see them unless you're using the context key to bring up the context menu.

Preferences, Toolbars, Menu Setup, Duplicate, Rename. Then find \profile\menu\standard_menu (1).ini and edit these three items in the [Link Popup Menu] section:
Item, M_BOOKM_ITEM_POPUP_MENU_OPEN = Open link, -2, "urlinfo"
Item, MI_IDM_MENU_PAGEBAR_LINK_IN_NEW_PAGE = Open link in new page, -2, "urlinfo"

Change them to:
Item, "&Open" = Open link, -2, "urlinfo"
Item, "Open in &New Tab" = Open link in new page, -2, "urlinfo"
Item, "Open in Background &Tab" = Open link in background page, -2, "urlinfo"

In most cases I prefer to adjust my usage habits to accommodate my preferences. Therefore, I'll hit "e" instead of "t" to invoke a new background tab. A day of usage should snap-in the new habit.

Next Question
Is there a setting that will switch on automatic display of menu accelerator keys every time a menu is invoked?
A few times while browsing, a page will exhibit peculiar behavior. To wit: The page becomes divided into blue squares. As I mouse over the page, a different squared chunk of text/images will be selected. Horizontal and vertical red rule lines track the mouse. After some searching, I found that Tools > Advanced > Opera Dragonfly was checked. Unchecking it resolved the issue.
Bonus Question
Obviously, either I or the software is activating Dragonfly. What are the different ways that you can activate Dragonly?

There are no default shortcut keys to show the developer tools. Probably you're selecting Inspect Element from the context menu. If you want to use them, assign a shortcut key.
IMO the inspect element items should not be on the context menus at all. Most users don't have a clue what this is for, and it only causes problems. To remove the items you would have to use a customised menu.

Open developer tool Ctrl + Shift + I
Here: Opera Help: Keyboard Shortcuts
But, I suspect I may have clicked Inspect Element. Ctrl + Shift + I brings up a blank developer window, then initiates the display issue.

Sometimes I initiate commands with the keyboard. Other times, it's more convenient to start with a click, and select a command from a popup dialog with the keyboard. So I'll modify the original question:
Is there a way to set default displaying of accelerator keys when initiating commands with a mouse click?

No, but you may miss out on new features if you don't check up on what's available. If you're generally happy with the menus you'd best only customize the one or two sections you wish to customize (unlike myself who has customized nearly every menu).

Maybe not, but I discovered a psuedo-workaround that will suffice until it is supported. I can open bookmarks from the panels toolbar. From there, I can drag a tab into bookmarks and place it in a folder.

Yes, that's what I've always done and never found it any less convenient than doing it on the personal bar.

Opera follows the Windows setting on that. If Windows is set to always show accelerators, then Opera does too (that's how my system is configured). If Windows is set to only show accelerators "when needed" (when the keyboard is used), that's what Opera does.
