I am unable to reproduce this problem. Maybe I misunderstood something.
Using Opera 10.51 build 3315. My sig cannot be edited due to forum changes.
- I created a folder named with Cyrillic characters and copied my home page there
встречаются/index.html - I opened the file from Opera 10.51 build 3315 using the File, Open dialogue.
- I tried double-clicking on index.html with Opera already open and the file opened

Ok. I start from the very beginning.
I have two different computers. Both behave similarly.
1. Windows Vista Home Premium with all the recent updates. Opera 10.51.
2. Windows XP Professional with all the recent updates. Opera 10.10.
Opera is started.
I try to double click the file "D:\Work\TwinCat\Documents\Коммунальные услуги\Стоимость кубометра горячей и холодной воды.htm" in Windows Explorer.
Opera tries to open it, but shows me an URL in address bar: ""
and the message:
Could not open file
You tried to access the address , which is currently unavailable. Please make sure that the Web address (URL) is correctly spelled and punctuated, then try reloading the page.

As I thought — what you see is different to what I see. I can open file OK if Opera is already open, if not I get the file not found error. Having a Russian filename is nothing to do with this issue as far as I can tell — the same thing happens with index.html.
Try a forum search — there is a bug here somewhere for sure, and a fix will arrive soon no doubt.

This bug was introduced in Opera 9.10
