Unable to Re-Arrange Bookmarks

In the "Manage Bookmarks" window I am unable to re-arrange bookmark folders.
I am able to highlight a folder and move it up or down the list of bookmark folders
with the mouse, and even position the folder in the new, desired position with a black
line that appears as a guide for the new folder position.
However, after dragging the folder to the new position, the folder remains in its original
position. It doesn't move after all, as suggested by the guiding black line.
Thanks for any tips on how to move and re-arrange bookmark folders within Opera for Mac.
Otherwise, is this a bug in Opera for Snow Leopard?
