When you open the panel list, the panel that was selected when you closed it should still be selected. So, click the mail panel button to make sure the mail panel is expanded and press F4 to close the mail panel. When you press F4 to open it again, the mail panel should still be selected and not the Contacts panel.
I'm still not certain what you mean, so you can just do this:
Close down Opera and delete any ini files in the toolbar folder in your preferences folder. You can find the location in Help -> About Opera. For good measure, do the same thing with the menu folder.
Then, start Opera and re-customize things.

Not sure why you don't understand. Opera used to start on the envelope icon, same place when you closed. since the upgrade, it now defaults to the next icon down.
Yes, pressing f4 to close the mail panel on the folder list and pressing f4 opens at the same place. however if i close opera and reopen, it does not open on the envelope icon, it opens on the next one down. i deleted the contacts from the panel and now it opens on widgets.
I want opera to start in mail, no contacts, widgets or otherwise. it used to start in mail

O.K., so you're saying the Contacts panel is selected every time you open Opera even if a different panel (Mail for example) was selected when you closed Opera. Or, more specifically, selected_panel_when_closed + 1 is selected when you start up.
O.K. Try resetting the toolbars as previously suggested and or try deleting autosav.win in the sessions folder in your preferences folder while Opera is closed.
