That's up to them. Some users don't want people to know if they are online. And then again, if you're one of these people who is always logged in (if you've clicked the "Remember me" box when you logged in) then how does the forum know if you're online? Okay, if you've accessed a page in the last, say, 10 minutes, then they could presume you're still online, but they don't really know it.
There is a setting so that the forum wouldn't display your online status, in that case the only way to know would be if they've just posted something.
