Download Manager
Opera's Download Manager1. Right-Click -> Save to download folder
This immediately starts the download. I'd like to make the default behavior PAUSE when added to the download list.
2. The built-in download manager in Opera doesn't seem to support a queuing system. Clicking RESUME on all the downloads starts them all downloading at once. I'd rather have a queing behavior that starts the first download in the list, queues the ones below it, when number one finishes, the next in line starts etc.
3. There doesn't seem to be a way to rearrange the paused downloads in the list. I'd like to move, say, the bottom entry to the top (only useful if I've managed to implement a queuing system).

I have just installed Opera, I used to use Firefox and the Add-on "DownThemAll", it had exactly the features you are wanting.
You could also set DTA to only download 2 files at a time, the rest were queued, you could also set how many sections it divided the file into, I normally set it to 2 and 2.
I want to use Opera but if there is no Widget or whatever Opera calls it to do the download managing then I will probably go back to FF.

Just use an external download manager if you don't care for the one in Opera. OGet is the best way to go.
Opera 17 on Win8 64 Bit
I use the USB version of Opera on my work PC:
1. Do you have to install OGet or can you just copy it to your external HDD and run it?
2. If you can just copy and run it, can you get the portable version of Opera to associate download files to it?
As you can see an integrated more flexible download manager is more preferable to an external manager.

I found oGet does need to be installed but its just copying itself to the Opera Directory, no admin rights required. I thought it was a download manager but it just sets up Opera to start an external Download manager for downloads.
Of the DM's oGet supports I found that wxDownload fast was Open Source and it had a portable version.
I just set oGet to use wxDownload Fast, I actually like it better than DTA, you can bandwidth limit the downloads, you can even schedule downloads.. awesome.

I should have been a little more clear. I use the portable version of Free Download Manager and recently moved to Opera from FF as well.
