That wouldn't make video-playback any less platform-dependent than it already is, and the plugin structure already exists for that. I.e. you can use VLC, WMP, Quicktime or whatever to play H.264 videos.

Sure you can, although you might need some UserJS to replace the VIDEO element with an OBJECT element.

This assumes that DirectShow has a compatible H.264 filter registered. This is only guaranteed on Windows 7.
