Would you REALLY want a way of someone (perhaps you, perhaps not) getting a single password file and finding ALL your passwords? Clearly you are asking for LESS encryption in Firefox and Operas password store, which is a bad thing.
I found a solution for your problem. With the help ofPasswordFox from Nir Sofer you can extract the user names/passwords stored in Firefox. And take the advice from pkperl regarding a password-manager, I personally useKeePass.

In Firefox go to options->security->saved passwords
all sites that you've logged in should be there, now click on show passwords
and click yes, now all passwords will be shown.

Export your Firefox Passwords with this Addon
Print them out and keep the printout safe but handy.
Start using Opera and enter the password from the sheet until they are all in. But keep the sheet for future reference.
Maybe there will be an import command in Opera some day. Or maybe there is already a way today using the exported file. Check out Rixler.

I suspect the OP is after an option like the following in Firefox.

Firefox and Chrome import settings from your previous default browser by default (you're free to opt out of course). If Opera wants to make it easy to get users from other browsers they need to implement something similar. When I first tried Firefox several years ago after coming from IE I was really impressed by this. It meant I could just carry on working as if I hadn't left IE.
