Then you...
A. Have changed <a href="opera:config#Speed Dial State">this</a> to something other than "1".
B. Have a skin that doesn't have the right elements and text colors to see it.
C. Are not using a new enough version of Opera. (9.64, etc, everything past 10.0 has the "Configure Speed Dial" button and options)
D. Have some other issues that aren't Opera's fault.
I think it's possible for 9.64 (etc) but nowhere near as easy... and don't know how.
