Scrolling Opera when isn't focus

When I use Opera 9.x, I move window to second monitor, and working forexamle with Word and when I need scroll page in Opera, I move cursor before the page and scroll with wheel and Opera wasn't select (I mean that focus window is Word) and it works. But now select window is Word, or other, I move cursor before Opera, scroll with wheel and nothing.
Is there any setting which make this thing works?

Mouse drivers and/or 3rd party util like KatMouse or WizMouse i think.

Thanks for your answer, but I don't think that it isn't working becase I haven't mouse drivers, or some utility. Because it work's forexample in QIP Infium.

Applications may implement it on their own. In my opinion it's better to use separate, system-wide solution like katmouse (it even works in windows explorer, and so on)
