Which societies can be described as truly civilised? Sometimes, amidst barbarism and brutishness, a culture shows a spark of unexpected glory that uplifts the human spirit and can only be divinely inspired.Have you any examples of this?

Hammurabi the sixth king of Babylon from 1792 BC to 1750, is credited with a codified law, that is a law that is in written form and not by the changing whim's of decree of a King. Though technically not divinely inspired.
The American Constitution of the first government to freely allow practice of Religion and non practice of Religion, and equal treatment of all, noting that definition all was eventually extended. The American Constitution codified many Judea-Christian principles can arguably be called divinely inspired.
