Maybe add instant cache for bookmarked pages?
For example, regularly update local version of pages from bookmarks. If internet is off, you can see their contents.Also possible to add settings for that in bookmarks menu. For example:
If bookmark item or folder with items selected (green) contents of that pages will cache with interval which can set in parameters. And if internet connection fails, user can see cached version of page.
