"Remember My Choice" and "Refuse" Not Refusing Cookies

Win XP Pro SP3, Opera 10.51/3315

My apology if this has been addressed before. I did two searches for the last 60 days and did not see anything that seems related.

I have Preferences/Advanced/Cookies to Accept cookies only from the site I visit and to ask me before accepting cookies. I visit a site with a lot of advertising. I get a dialog that such-and-such wants to set a cookie. In the dialog, I specify to use my choice for all cookies from this domain and to Refuse cookies. I go on about my browsing business. There are certain domains for which I deliberately want to accept persistent cookies, so I do nothing for them. (They don't even ask me.)

Nevertheless, after I close the tab for some websites for which I have made the above choices, close Opera, and re-open Opera, cookies have been accepted for the sites for which I have specified Refuse. Because I deliberately want to retain persistent cookies for a few sites, I have to delete the unwanted cookies "by hand" for those sites which I do not, rather than delete all cookies, and this is a nuisance. However, if I refuse every individual cookie request, the cookies are refused, but after (literally) 40 or 50 cookies requests this is tedious and unacceptable.

Is there something which I am overlooking? Thank you.
