I don't know if it has been submitted as a bug, but does definitely need to be fixed for those who use it.

seems to be windows-specific though, can't reproduce here on Ubuntu 10.04

Here, the menu bar has an icon on it, hence if you increase the icon size the menu bar has to be increased.
