You cannot change the mouse behaviour from ctrl shift click, but the keyboard behaviour can be edited from "enter ctrl shift" to "enter shift" — this can be done in Preferences, Shortcuts, Keyboard setup, Edit, Advanced, Browser widget context.

On a related note, I can now no longer open links in a background tab by holding command+shift and clicking the link.
Why doesn't this work anymore, and is there an alternative? (other than using the context menu)

Wait, what... it's backwards now! cmd+shift+click = new tab in the foreground.... cmd+click = new tab in the background. That's an exact reversal of the previous setting, isn't it?
