Check your desktop or start menu shortcut properties. Also check that you are actually closing Opera and not just hiding it to the system tray. If you are, and then start it again from the shortcut, this would open a new speed dial page.

I am very sure there was no Opera.exe process running before opening Opera. It happened to my multiple PCs.
Maybe I should point out another fact that if the Opera doesn't have any email accounts set up, everything is fine, only 1 WINDOWS pops up.
