Has it been reported? Is it skin dependent? What OS? I have never seen it.

Confirmed (again):

Something weird is going on here, for sure.

Yes me and many others have been reporting this for a long time.
I put my tabs on the bottom of the Opera window, because I prefer them there. That does mean that I don't close Opera when I'm just trying to close a tab. I know -- it's not helpful if you prefer your tabs at the top.
Opera 11.64 (or Opera 11) on Windows 7 Home Premium • 12G RAM
Preferences, Browsing, Confirm exit would probably be a better work-around than putting the tabs on the bottom, as that would waste a lot of space by showing the title bar.

Yes, but one has to remember that that works only when having only 1 Opera window open. Don't say that Opera can reopen closed windows, yes it can, but some things/states are lost when closing&reopening an O window. This is the reason why I stopped using the normal MDI buttons in 10.10 (disabled menu & put custom MDI buttons under the tab bar in the end of the address bar) as I frequently accidentally hit the Opera close button instead of tab close button. But that's OT.. just one thing to remember if somebody uses that (not perfect) work-around.
Opera 10.10, debugged 10.63, showstopper bugs: Open in background tabs focus order problem (MDI) Tab focus order is lost after restart Minimized tabs get maximized after restart
