You can't set the "startup page" to blank, that's not an option (well maybe in Linux, not gonna reboot to check), you have to set your "homepage" to either "opera:blank" or "about:blank" then set your startup option to "Start with home page".
If you still dislike seeing the SpeedDial, then depending on your skin, setting <a href="opera:config#Speed Dial State">this</a> to "0" will disable SpeedDial... what shows "underneath" the SpeedDial depends on your skin, but for the default skin, it should be white.
