security permission for data: links?

In a normal "browser" usage, a link can be used to offer data as described in RFC 2397 -
in case MIMEtyp is unknown, dowload dialog is offered-
BUT -
compressed to widget, same code produces nothing - no error, no download dialog - nothing.
data is stored locally "In text" so it should not be affected by network acces security -so whats the problem?
"save target as" provides desired data - but thats not the "clean way"
