Could someone direct me to any resources, documentation that detail Opera's handling of expiration settings in http headers? I'm trying to understand why Opera is allowing the browsers back button to return the user to a page that should be considered expired.

Opera's back button navigates through Opera's history - it doesn't re-request the page. This is known as Opera's "historyNavigationMode" feature - you can disable this feature to cause Opera to refresh when the back button is pressed.
