The ability to sync bookmarks is not available in Opera Mobile 9.5. That option is available in Opera Mini and in the latest version of Opera Mobile (10).
First, You'll need to set up an Opera Link account (user name & password).
Then, assuming you use Opera on your desktop computer, you'll enable Opera Link on Opera desktop
Finally, you'll install Opera MIni and/or Opera Mobile 10 to your phone, then go into Settings and make sure Opera Link is turned on.

Try this:
On the Windows Phone, go to Windows\Opera9\ folder. Copy the "opera6.adr" file to your computer
Open up Opera browser on your desktop computer. Select File > Import and Export > Import Opera Bookmarks > select the opera6.adr file you copied over from your Windows Phone.
After the bookmarks are imported into the desktop Opera Bookmarks, they should get synced over to Opera Mobile 10 and/or Opera Mini through Opera Link.
