Probably something they did to fix the doubleclick on a link with target set opens homepage bug. If I open a blank page (for example about:blank), double-clicking in the blank page does nothing either (and it used to). File a bug report on it please.
As far as i know, it's expected behavior. And for ages i have been using it to open home page. this behavior was there even before speed dials were introduced.

It's a clever little thing, but it can also be annoying.
I first encountered this feature by accident, and you could say at that point that it wasn't exactly "expected behaviour"
It's annoying in my opinion, and it is just annoying when you don't know about it.
Like the "double click to close tab" it is a powerful feature, if you know that its there, and how it works. Double click to close tab is disabled by default, and thank god for that.
