[10.54 b3386] Per site cookies issues still present?
It's been bugging me for a while now - are cookies issues still present? Cookies will not be accepted when globally disabled and enabled ("Allow only from the site I visit") only for specific sites in Site Preferences. Not a single cookie will show up in such case.DSK-298880

Steps to reproduce

1. Disable cookies globally
2. Open a forum site and set Site Preferences - Cookies - Accept (...) site I visit
3. Reload page and log in
tested on few forums e.g. on forums.eagle.ru
Expected result
===============
Cookies are accepted only from the site I visit with cookies globally disabled - just like in Opera 10.10 and previous versions
Actual result
=============
Not a single cookie will be accepted with all the consequences.
