URL Shortcut Files Do Not Focus / Restore Window

When Opera is minimized and I open a URL shortcut file (.url) on the desktop, Opera will open the URL in a new tab but Opera remains minimized.

How do I set Opera to automatically focus and restore the minimized window when a URL shortcut file (.url) is opened?
