"Reload image" item in the context menu disappears if image's not loaded.

The problem is, if the image, for some reason is not loaded, the the item "Reload image" in the context menu (right click on the image) is disappear.
More precise, if it's an image as a link, the menu for the image link is replaced with the menu for link only. And, if it's an normal image in the page, the menu is replace with the normal menu which is like right click on on the page (Document Popup menu)
