Double click on empty area no longer opens a new tab

10.53b1 on Lucid

Used to work on 10.10, still works on win 10.5x
1. Minimize all tabs
2. Double click the "gray area"
Bug: nothing happens
Expected: new tab (with speed dial)

In fact the blank area behaves oddly in relation to mouse cursors as well - if you minimize a tab, and say your mouse was over a link - the cursor stays as a "pointer", until you move it out of the blank area. Or, when you move it over your tab bar, and then move it back to blank - the "resize" cursor sticks.

There are a few related issues in Windows, but there you only see it when all tabs are closed. You may notice also there's no context menu for the background in 10.5x - in 10.10 it should show you the Window menu.
