can't open files opened in the background
When I open a file in the background, after I go to the background tab, I am not given the option to open the file, only to save it.example site:

Not confirmed in 10.54 (VLC is opening them all within Opera)... the only one that screws up as the *.rm one... which causes a different, but semi-related (and known *) bug, where the dialog has no options enabled (Open, Save, Cancel) only the "Help" button is clickable when it's opened in the background.
