Actually, it is possible. Add this section to your customised menu configuration file or replace the section if it already exists.

Remove the semicolon if you want the Alt key and O-button menu to show the default browser menu. Of course, you will need some other custom button or shortcut to show the browser menu if you disable both the menu bar and the Alt key browser button menu.

Thanks for the hint. But this solution empty O Menu, yet keyboard shortcut ALT remain.
I show Browser Menu Bar, that disable ALT. But I not want show the menu. No ideal solution is:
- cp /usr/share/opera/ui/standard_menu.ini ~/.opera/menu/standard_menu.ini and edit this file
- copy contents [Browser Menu Bar] to new section [Personal Menu Bar]
- empty [Browser Menu Bar]
- append Personal Menu Bar to [Pagebar Popup Menu]
