i can't see "http://sehirrehberi.ibb.gov.tr/map.aspx" on my opera.
Caused by browser sniffing in http://sehirrehberi.ibb.gov.tr/mapscrpt44.js (which is somewhat obfuscated - quoted code is from after "unpacking" it..):
If brw were set to "G" in Opera too it would work. This might be an indication that Opera should define navigator.product and claim to be "Gecko"? Both Safari and Chrome do so.

brw=parseFloat(navigator.appVersion.split("MSIE")[1])
